Buildsystem Circular Dependencies

To bootstrap the complete ACC Software (Frontend and Applications), it is necessary to resolve circular dependencies.

To create frontends accmsg.so the msgc utility is required. The msgc utility is part of the opera-application stack. Opera requires accmsg.so (somewhere later in the stack). --> Utility Programs should become a seperate stack, but msgc depends on ix-lib.
