Interface to the error conditional number to message mapping

Synopsis

The msgs_ functions refer to external variables which store the message text corresponding to a condition value. These external variables are linked via three libraries, two of which have to be generated by msgc the message compiler msgc , the other is the library with VMS System-Messages.
